Essential Involvement in PSOS Development and Proponent Evaluation

Agnew Peckham continues to play an integral role in Project Specific Output Specifications (PSOS) for hospital projects. We participate in the development of PSOS documents - specifically the clinical statements - and in the evaluation of the proponent schemes, in response to the PSOS requirements. We're currently participating in four Ontario hospital PSOS projects, working with the User Groups and Steering Committees to:

  • develop clinical statements which interpret the intent of the functional program into "guidance" and "requirement" statements for the location, organization and design of space for each program and department included in the redevelopment project. These clinical statements, together with the technical specifications and an illustrative or exemplary design, constitute the PSOS package.
  • guide and advise on the development of proponent schemes, over a series of three to four structured sessions. It's through the interplay of these sessions that the specificity of the PSOS intention becomes more apparent. Addenda to the PSOS are also developed to clarify the required clinical and operational functionalities, referenced as guidance or requirement statements, for each program/department.
  • participate in the evaluation of each proponent scheme in terms of its compliance with the requirements of the PSOS.

 

Most recently the Ministry of Health and Long-Term Care (MOHLTC) established a new PSOS requirement entitled "A Day in the Life" which requires proponents to outline innovations within their proposed building scheme that respond to seven flows of health care, specifically from the patient's and staff's perspective. We played a lead role in developing a "Day in the Life" template/strategy which we expect to be adopted in future PSOS projects.

 

Agnew Peckham is proud of its contributions to evolving and refining the PSOS process for hospitals. Key learnings that we continue to apply in other projects include:

  • focused user group consultation and facilitation to translate the requirements of the functional program into measurable clinical statements.
  • development of concise and precise PSOS/Clinical Statement documents that respond specifically to MOHLTC and Infrastructure Ontario requirements and allow for straightforward and fair evaluation of the proponent schemes.
  • continual push for innovation in both the process and product to ultimately improve health outcomes.
